Job Description: Finance and HR Delivery Manager
 
Position Overview :
 
The Finance and HR Delivery Manager manages the application group that has specific responsibility for maintaining or enhancing, and eventually decommissioning applications through their life cycle. This role will require a hands-on technical lead across teams of Application Managed Service Provider resources, solution architects and Transformation project teams. He or she is the primary connection and leader for the Managed Service Provider’s maintenance & support and small enhancement delivery teams. The Finance and HR Service Manager will partner with the AMS Executive Director and MSP leadership to understand, prioritize and manage the demand for maintenance and enhancements, and ensures effective delivery of services to the business areas. This role will also serve as an escalation point in the incident management process and communication with business stakeholders.
 
Duties & Responsibilities:
 
·       Develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value
 
o  Working with stakeholders to define a prioritized set of business goals and application work to accomplish those goals within the limitations of the application budget
 
o  Conduct regular surveys of stakeholder satisfaction with applications, publish the results and, where necessary, implement action plans to improve satisfaction
 
·      Ensure that applications processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies and applicable standards and legislation
 
·      Overseeing development of processes and tools in conjunction with infrastructure and operations to automate the handoff of code releases from development to operations (DevOps)
 
·      Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the organization
 
·      Assess skill needs and gaps regularly and partner with Managed Service Provider to fill roles as needed
 
 
 
The Finance and HR Service Manager acts in a leadership role and must demonstrate the following leadership attributes:
 
o  High levels of personal integrity when conducting the professional affairs of the organization and dealing with sensitive and confidential data relating to risks and costs

o  The ability to uphold the goals and culture of the organization
 
o  An understanding of strategic business objectives and the ability to drive results toward those objectives
 
o  Openness to, and the ability to deal with, rapid change in business needs, processes and technologies
 
Qualifications, Skills, and Knowledge:
 
·      Minimum 8 – 10 years of IT industry experience, leadership experience is a bonus
 
·      Bachelor or Master’s Degree in Engineering or related fields
 
The Finance and HR Service Manager must be able to demonstrate the following:
 
o  Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management
 
o  Proven ability to communicate technical concepts to nontechnical people to enhance understanding and drive decisions that lead to positive outcomes
 
o  Proven ability to collaborate, build relationships and influence individuals at all levels in a matrix-management environment (as well as external vendors and service providers) to ensure that segregation and overlapping roles are identified and coordinated
 
o  Strong organizational skills, the ability to perform under pressure and management of multiple priorities with competing demands for resources
 
 
 
The Finance and HR Service Manager must have in-depth knowledge and experience of the following:
 
o  Financial accounting and reporting practices applicable to applications, costs and risks
 
o  IT contracts and their likely cost implications
 
o  IT applications, operations, service and support organizations
 
o  Development and implementation of processes and policies
 
o  Lean IT, agile development, and DevOps principles and frameworks
